About VSCEO

  • The Vietnam–Singapore International CEO Programme (VSCEO Programme) is developed by VIETSTAR Institute of Management & Consulting (VIETSTAR), founder of the Vietnam–Singapore Board Forum (VSBF), the Vietnam Chamber of Commerce and Industry (VCCI) and the Human Capital Leadership Institute (HCLI), a subsidiary of Temasek; and is supported by the Economic Development Board of Singapore and the Ministry of Manpower Singapore.
  • The VSCEO Programme is a key programme of “CEO Vietnam – New Era” for the period 2026–2030, led by VCCI, and directly contributes to the implementation of the Prime Minister's Decision No. 525/QD-TTg.
  • The VSCEO Programme will cultivate Vietnamese CEOs and senior executives with the strategic mindset and world-class business acumen needed to build thriving business collaborations in ASEAN and the greater Asia-Pacific region, with Vietnam and Singapore as regional hubs.

VSCEO focuses on three core areas:

Sustainable growth
Innovation
New business creation and collaboration between Vietnamese and Singaporean enterprises

VSCEO: Growth in 5 Key Sectors

VSCEO empowers leaders and CEOs to drive high-impact capital deployment in 5 key sectors: Energy, Supply Chain, Digital Technology, Financial Services, and Transport & Urban Development.

Going beyond traditional leadership training, the programme equips leaders and CEOs with the strategic mindset to orchestrate capital from both the public and private sectors – from Vietnam and Singapore.

VSCEO focuses on the industries that are shaping the shared economic future of both countries.

Jurong Island, Singapore's petrochemical and chemical hub

Energy

Developing Vietnam's Oil & Gas, Petrochemical and Renewable Energy Sectors Contributions of the VSCEO Programme
  • Despite lacking natural resources, Singapore transformed Jurong Island into one of the world's leading petrochemical and chemical hubs through operational and management excellence.
  • Through VSCEO, Vietnam's energy-sector leaders have the opportunity to study Singapore's models for industrial safety, supply chain optimisation and transition management (balancing fossil fuels and renewable energy). This knowledge transfer is pivotal to the effective development of Vietnam's energy sector.

The Private Sector & Infrastructure

Core Growth Drivers Contributions of the VSCEO Programme
  • Singapore is Asia's leading financial centre. VSCEO equips Vietnamese leaders and CEOs with in-depth capability in project finance, risk allocation and compliance with international standards.
  • By learning Singaporean frameworks for capital management, Vietnamese CEOs can more effectively attract, absorb and optimise foreign investment to fuel their infrastructure and SME growth engines.

Digital Technology & Technology

Semiconductors, AI and E-commerce Contributions of the VSCEO Programme
  • Singapore is the regional hub of many global technology corporations, and a leader in digital governance and the protection of intellectual property (IP).
  • Through VSCEO, Vietnamese CEOs can learn from and apply Singapore's models in digital transformation, innovation governance and cross-border e-commerce. Sharing and absorbing these experiences will accelerate Vietnam's integration into the global value chains for semiconductors and AI.

Transport & ASEAN Connectivity

Contributions of the VSCEO Programme
  • Singapore has one of the world's most efficient maritime and aviation logistics networks.
  • By integrating Singapore's logistics strategies, port management and supply chain governance into the training programme, VSCEO helps ensure that Vietnam's new infrastructure is run by an internationally standard “operating system” – turning the country's road networks into efficient, high-value cross-border trade corridors that connect Vietnam to the ASEAN trade network.

Manufacturing & ASEAN Integration

Contributions of the VSCEO Programme
  • By connecting Vietnam's leading business leaders with Singaporean experts and investors, VSCEO helps build a common language of leadership.
